Special Fixed Stimulus Payment (tokubetsu teigaku kyūfukin)
Information regarding the Special Fixed Stimulus Payment
As part of a coronavirus economic emergency package passed by the Japanese government, each eligible person in Japan will receive a payment of 100,000 yen through the “Special Fixed Stimulus Payment” Program. Up to date information on this program will be posted on the Seika Town homepage, in the town magazine Hanasou, and other methods of communicating with residents in Seika.
Residents who are registered in Seika Town’s Basic Resident Register as of 2020 April 27
The head of household receives stimulus payments for each eligible person in the household. (Deposited into the account designated by the head of household.)
Methods for applying and receiving payment:
To prevent the spread of COVID-19 (coronavirus), the following two application methods will be made available to eligible persons. As a general rule, the stimulus payment will be deposited into the bank account under the name of the person applying to receive the payment.
1. Applying by mail
Applications will be sent by physical mail addressed to payment recipients. Fill in the application, attach copies of documents that verify the applicant’s identity and bank account information, and return it by mail using the return envelope provided.
Accepted forms of personal ID: A copy of the applicant’s My Number Card, Japanese driver’s license, health insurance card, Resident Card, etc.
Accepted forms of bank account identification: A copy of the applicant’s bank book or cash card where the name of the financial institution, branch number, account number, and account holder’s name are clearly visible.
Deposit start date: Payments will be deposited into the applicant’s account starting from May 28. (Subsequent deposit dates are scheduled for June 9, 18, and 29.)
2. Applying online
Electronic applications can be done through the My Number website. Fill out the online form with necessary information and upload a copy of the applicant’s bank account information.
※A My Number card with a digital signature certificate is required for online applications.
Deposit start date: Payments will be deposited into the applicant’s account starting from May 21. (Subsequent deposit dates are scheduled for May 28, June 9, 18, and 29.)
Application deadline: 2020 May 18 to 2020 August 17.
※Electronic applications started on May 1
※Please be aware that applications that have not been approved by the deadline will be considered as a non-acceptance of the stimulus payment.

Operating Time: 9:00 a.m. - 6:30 p.m. (excluding weekends and holidays)
As the call center is currently fielding many inquiries through phone, it may be hard to connect during certain times. If the call does not connect, please try again after some time has passed.
For persons who are currently residing at another address
If you are unable to receive the application due to a short term absence from your residence for child birth, a business trip, hospitalization, or another special reason, please fill out a document request form (shinseisho sofu irai-todoke), provide a copy the necessary documents detailed below, and turn them in to Seika Town to receive a Special Fixed Stimulus Payment Application at your current address.
Necessary documents: A copy of the personal ID of the head of household (driver’s license, health insurance card, My Number card, Residence Card, etc.); document (or copy of document) that clearly states your current address
※For those who wish to have an appointed adult guardian apply in place of them
Necessary documents: A copy of the Certificate of Registered Matters (toki jiko shomeisho) from the legally appointed person (adult guardian, conservator, limited guardian) to apply and receive the payment by proxy
Applying as a person taking refuge from domestic abuse
If you are a person who is taking refuge from an abusive spouse or family member and, for that reason, were unable to change your address on your Resident Record (jūminhyō) before 2020 April 27, you can apply to receive the special considerations detailed below.
- Permission to apply for and receive the payment for yourself and your dependents even if you are not the head of household.
- Permission to prevent the head of household (e.g. spouse) from receiving the payments for yourself and dependents even if they apply for it.

Beware of Special Fixed Stimulus Payment program related fraud
There have been reports of people receiving suspicious phone calls and e-mails from persons claiming they have “coronavirus related funds,” will “conduct the process to receive funds for you,” and other malicious claims related to the “Special Fixed Stimulus Payment” program.
Avoid falling victim to fraud and consult with the police if you receive any suspicious phone calls or e-mails related to the “Special Fixed Stimulus Payment” program.
